We are looking at these switches for powering some VoIP phones as well as customer ubnt cpe. When setting to 48v is the switch 802.3af compatible?

Yes you can power 802.3af/at devices but you have to manually turn the POE on for each port as this is a PASSIVE POE switch.
We use (2) WS-24-400A in my WISP NOC and we power Phones, Cameras, and other radio devices like UBNT and MIMOSA radios.
Most 802.3af/at devices like phones will use the 48V POE option "not" 48VH.
