Edit config file ?
Is it safe to edit config file downloaded from switch with Notepad to change IP-address, or have you also saved some kind of checksum in the file to prevent tampering ?

Re: Edit config file ?
I tried changing IP-address. I couldn't get switch to apply config file afterward. Am I doing something wrong or is it just not possible to manually edit config file ?

This is possible and safe, but you aren't really supposed to do it that way. We have the GUI and the CLI for doing these things.
How are you trying to apply the changes? Worst case, a reboot should do it.
