On stand-alone site with batteries, what is the best solution for powering a WS-12-250-DC ?
Put the batteries in 12V, 24V or 48V ?

24 or 48 will provide higher efficiency and more output capacity. With 12v, if you drop below 12v you will start to lose poe capacity.
250 Watt POE budget when input voltage above 12V
200 Watt POE budget when input voltage above 11V
150 Watt POE budget when input voltage below 10V
The higher voltages also allow you to use smaller wire and smaller breakers.
On the flip side, you could charge 12v off your vehicle in a pinch.
