Well why would you not be powering the radio via the switch?
And I doubt this is a switch issue, more than likely a cable/end/radio issue. (more likely cable/end)
You can try and DISABLE the port communications on the Port Tab Save/Apply then RE-ENABLE Save/Apply which will force the communications to renegotiate.
Also make sure you are running v1.4.5, not that this is this issue but ALWAYS keep the switch up to date.
