Problem with WS-8-150-DC

Setup very simple:- Powerbeam M5 400 in a Rocket M2 out (setup v old) and 3 12V Batteries being charged from 2 solar panels.
We did have a small 12V switch connecting them then put in the WS-8-150-DC a few weeks ago.
All went well till the volts went down to 11 when the switch cut out and the Rocket stations failed. Changed the batteries then all OK.
This morning ( -3 C) we had one warning email for 11v and WS-8-150-DC 'died' or should I say was not contactable remotely in spite of the Powerbeam still contactable/working. Went up and found the volts were 11.7 (photograph of volt meter in box) but NO lights on the WS-8-150-DC . Changed the batteries and saw the LED's glowing on the LAN outputs and I think the 'master' LED on the WS-8-150-DC (sun shining on it). Saw we had output on the Rocket (on phone). Went away
Got home found the Rocket NOT passing traffic/connecting.
Went back and LAN'd a computer into the WS-8-150-DC at the same time the Volt meter hit 14 (momentarily).
Able to get in via LAN/computer and stations connecting to Rocket.
Any thoughts what is wrong here ?
I understood the WS-8-150-DC would work down to 9V.
Further I assumed it would still contactable down to that voltage, is it possible I have misconfigured something?
The configuration I did was to change the order of priority to keep the Powerbeam up and put a warning voltage of 11V NB it was set to 10.5 v the first time it cut out.
I seems to me that this WS-8-150-DC stops passing traffic at about 10.5 -11.v. and maybe comes alive again at 12.5V - 14V.
