Power Down without Power Up Option on DC

I would like to request that the field for "power on" not be a required field on the DC switches.
The logic being:
There are sites where we power courtesy APs for techs off of switch ports. They are suppose to be turned on and off manually when a tech goes out and off when they are done. However, should they forget to turn it off, I'd like it to power down when the voltage drops below a certain point but not turn back on. Similarly on time. Turn it off at 9pm, and not turn back on - as a fail safe.
