Yes you can power 802.3af/at devices but you have to manually turn the POE on for each port as this is a PASSIVE POE switch.
We use (2) WS-24-400A in my WISP NOC and we power Phones, Cameras, and other radio devices like UBNT and MIMOSA radios.
Most 802.3af/at devices like phones will use the 48V POE option "not" 48VH.
