Just want to make sure that I have this correct. I need to setup 2 VLANs (nothing special, just basic setup).
I want VLAN1 to consist of ports 1-18 & 23.
I want VLAN2 to consist of ports 19-22 & 24.
So,
ID1 (previously Management) has ports 1-18 & 23 marked as "U" and ports 19-22 & 24 marked as "E".
ID2 has ports 19-22 & 24 marked as "U" and ports 1-18 & 23 marked as "E".
Is this correct?

Well that will work if you are passing Untagged VLANs.
Are you wanting to hand the switch Tagged packets?
What you did was basically just break the switch up into 2 logical switches separate from each other and will not even look at VLAN tags and will only pass Untagged packets.
