Does storm control look inside VLANs or just look at non-vlaned traffic?
I want to limit non-vlan broadcast/multicast traffic but I don't want to limit traffic within the vlans.

No, the switch only support RSTP that will look for storm on all VLANs and block the port so all VLANs that pass through it. What you would need is MSTP, a RSTP like protocol that run on somes VLANs (a instance (group) of VLANs) and not on others.
